With reference to your letter of the 22nd ultimo,
22814/1916, forwarding a copy of a despatch from the
Governor of Hong Kong, regarding a shortage in the coal supplies of that port, I am commanded by My Lords Commissioners
of the Admiralty to inform you that an Admiralty Collier is
being allocated to make one trip with coal from Japan which will meet the actual Naval and Military requirements and also
those of the Colonial Government for about three months.
With regard to the request of the Colonial Government for requisitioned transport for 25,000 tons to meet further Naval and Military requirements, and all the Colonial Government requirements with a considerable balance for
industrial establishments, I am to state that My Lords have
hitherto adopted the policy of requisitioning tonnage at cheap rates only for definite Naval and Military purposed, and
they are therefore not prepared to requisition the
